The management board of Université Paris-Est elected Alexandre Maitrot de la Motte president of ComUE on March 2, 2021 by 21 votes out of 25. Professor Maitrot de la Motte, who had been first vice-president of ComUE since February 26, 2019, succeeds Philippe Tchamitchian, his term of office taking effect immediately for a period of four years.

Alexandre Maitrot de la Motte is a public law graduate from the Institut d'Etudes Politiques de Paris. He is a professor at Université Paris-Est Créteil Val de Marne (UPEC), where he is director of the master’s Tax Law: Applied Taxation Specialism and where he founded the Markets, Institutions and Freedoms research team (EA 7382), which he led until 2017. Professor Maitrot de la Motte served as vice-dean of the Law Faculty at UPEC, where he mainly teaches European and international tax law – two subjects on which he has written a number of books and reference articles in France and abroad, including Traité de Droit Fiscal de l’Union Européenne (Bruylant).

As well as being scientific director of La Revue de Droit Fiscal and JurisClasseur Fiscal International, Professor Maitrot de la Motte is or has been a member of the editorial boards of several international journals, including Middle East and North Africa Business Law Review and La Revue Tunisienne de Fiscalité. He is a member of the academic committee of the European Association of Tax Law Professors. In addition, Professor Maitrot de la Motte served as a jury member for the national competitive exam for the Agrégation in Public Law (2017-2018) and the entrance examination for the École Nationale d’Administration (2011 and 2012). He has conducted several expert appraisals for the European Commission and European Parliament in the field of European and international taxation. Between 2016 and 2018, he was a member of the UPEC management teams (institutional and legal affairs, finance and communication).

Professor Maitrot de la Motte was appointed special adviser to the president of Université Paris-Est in November 2018 before being elected first vice-president by the ComUE management board in February 2019. He has worked on, inter alia, ComUE’s statutory changes, leading to the publication of Université Paris-Est’s new statutes in the Journal Officiel of December 1, 2020. Professor Maitrot de la Motte also set up the rehearsal project mission and took part in implementing the new doctoral system for the Paris-Est site that came on-line in September 2020. He also assisted with the drafting of the joint section of the next multi-year site agreement.

Within the framework of an updated ComUE, my work will form part of a strategy based on subsidiarity and fair cooperation with all member and partner institutions. It will be built on a sound knowledge of all the players that are part of a complex mix, in pursuit of a common goal. This action will require leadership for joint projects and an ability to hold dialogue and engage members and partners in dialogue with their supervisory bodies and regional and socio-economic partners – all in the interest of the scientific community in the eastern Île de France region, students and staff.
