Doctoral Training Council

The Doctoral Training Council meets once a month under the chairmanship of the President of UPE or, if he or she is unable to attend, the First Vice-President. It decides by a majority of those present.
The Doctoral Training Council makes proposals in order to define, in relation to the institutions' scientific policy, UPE's doctoral policy and the HDR policy, and to implement them. On the basis of the doctoral schools' opinions, it proposes to the President an allocation of invitation allowances for researchers and teacher-researchers residing abroad.

With regard to the HDR, the Doctoral Training Council decides on:

  • the terms of issuance;
  • the registration of applicants in accordance with the provisions of the Order of 23 November 1988: the Council examines the admissibility of each application on the basis of the application file and the opinions of two experts; the President of UPE takes the decision on registration in accordance with the Council's proposal; the opinions received and the discussions are confidential;
  • requests for exemption for doctors not holding an HDR to supervise or co-supervise a doctoral thesis; the President of UPE takes the decision on exemption, limited to a single supervised doctoral student for each applicant.

With regard to doctoral training, the Doctoral Training Council decides on:

  • the distribution of doctoral allowances and funding between the doctoral schools in accordance with the institutions' scientific policies implemented by the recognised research units;
  • the doctoral schools' policies and their functioning;
  • the organisation and programming of cross-disciplinary doctoral courses, and the coherence of the doctoral training offering;
  • the terms of award of the "Université Paris-Est thesis awards";
  • the collection of statistical information on the doctoral schools' missions, and ensuring its reliability and dissemination, as part of a quality approach.

The Doctoral Training Council validates the annual activity reports of the Department of Doctoral Studies and the HDR office, which are then presented to the Management Board and the Academic Council.

Remit

With regard to the Accreditation to Supervise Research (Habilitation à Diriger des Recherches), the Doctoral Training Council decides on:

  • the terms of issuance;
  • the registration of applicants in accordance with the provisions of the Order of 23 November 1988: the Council examines the admissibility of each application on the basis of the application file and the opinions of two experts; the President of Paris-Est Sup takes the decision on registration in accordance with the Council's proposal; the opinions received and the discussions are confidential;
  • requests for exemption for doctors not holding an Accreditation to Supervise Research to supervise or co-supervise a doctoral thesis; the President of Paris-Est Sup takes the decision on exemption, limited to a single supervised doctoral student for each applicant.

With regard to doctoral training, the Doctoral Training Council decides on:

  • the distribution of doctoral allowances and funding between the doctoral schools in accordance with the institutions' scientific policies implemented by the recognised research units;

Composition

The Doctoral Training Council comprises the following members:

  • One representative from each institution which is a member of Université Paris-Est or associated with Université Paris-Est and issues the doctorate alone or jointly;
  • For each doctoral school for which Université Paris-Est is co-accredited with, to the exclusion of any other institution, one or more of its members or one or more of its associates, a teacher-researcher or a researcher performing their duties at one of the co-accredited institutions for the doctoral school concerned;
  • For each doctoral school for which Université Paris-Est is co-accredited with, to the exclusion of any other institution, one or more of its members or one or more of its associates, a qualified student and a substitute student registered at the doctoral school concerned.

When the Doctoral Training Council is deliberating on individual situations relating to the accreditation to supervise research or on requests for derogations concerning the supervision of theses, only members holding the accreditation to supervise research may sit.
