The Open Libraries+ Initiative (Plan Bibliothèques Ouvertes+), initiated in February 2016 by the French Ministry for National Education, Higher Education and Research, aims primarily to improve student reception in university libraries by:

  • extending library opening hours in the evenings, at weekends and during holidays;
  • improving the quality of services offered to users.

Through University Paris-Est (project leader for the 2016-2019 period), the libraries of École des Ponts ParisTech and Université Gustave Eiffel (Georges-Pérec, École d'architecture de la ville & des territoires Paris-Est, ESIEE Paris) are receiving financial help to extend their opening hours.

As such the Ministry has allocated funding to Université Paris-Est for:

  • hiring student monitors and security staff in the establishments concerned to ensure extended opening hours in the evenings (until 10pm), Saturdays (from 11am to 5pm) and during university holidays;
  • rolling out a communication campaign to promote the system to Cité Descartes' users.

UPE also benefits from the creation of an Open Libraries+ Initiative coordinator job, whose role is to coordinate project implementation and develop documentary cooperation on a local scale.
